Comprehensive Innovative Development Strategies


The Michigan State University Center for Community and Economic Development was awarded a $150,000 grant from the U.S. Department of Commerce to develop innovative economic development strategies for three northern Michigan regions, NEMCOG, Northwest Michigan Council of Governments and Eastern Upper Peninsula Regional Planning and Development Commission.  The goal is to create strategies that enable each region to compete successfully in the global knowledge economy.  Additional match funds from several MSU units will bring the total project investment to approximately $525,000.

“Our job is to identify and provide access to the right combination of university and other resources for our regional partners, without imposing any big new costs on them or us,” said Rex LaMore, director of the MSU Center for Community and Economic Development (CCED). “We are enthusiastic about this opportunity to work with MSU on this innovative and needed approach to economic development in the NEMCOG region,” said Diane Rekowski, Executive Director of the Northeast Michigan Council of Governments.

SCOPE OF WORK

1.   Plan and conduct a Knowledge Economy Orientation session with each targeted Economic Development District (EDD);
 
2.
   Conduct a Comprehensive Economic Development Strategy (CEDS) self-assessment with each EDD to identify current, strengths, weaknesses and opportunities within their CEDS and in relation to the concepts and practices discussed in the Knowledge Economy Orientation session.
 
3.
   Develop at least three co-learning plans of action identifying no less than three specific training and three technical assistance opportunities and capacity building strategies to facilitate the development of a Comprehensive Intelligent Development Strategy (CIDS) in each EDD;    
 
4.
  Each targeted EDD will implement a co-learning plan of action with the support of MSU 
 
5.
  Revise the targeted EDDs CEDS to reflect an improved understanding of a comprehensive intelligent development strategy that identifies strategic investment opportunities in the regions that can create high paid, high growth jobs.
 
6.
 Conduct project assessments to determine project impacts.
 
7. Submit a final written report to the Economic Development Administration including an evaluation and recommendations for improved implementation.
