Village of Lincoln Public Hearing October 19, 2026 - Data Center Zoning Amendment

The Village of Lincoln Planning Commission will hold a public hearing on October 19, 2026, at 6:00 pm to recommend adoption of a zoning ordinance amendment to the Village Council. The public hearing will be held at the Lincoln Village Offices/Fire Hall at 117 W Fiske Street, Lincoln, Michigan. Written comments may be sent to the Village of Lincoln, PO Box 337, Lincoln, MI 48742 prior to the meeting. The public may appear at the public hearing in person or by counsel. A summary of the proposed amendments is as follows: Amend Section 2.1 (definitions) to add definitions for data center, battery energy storage system, dB(A), non-participating lot, and participating lot. Amend Section 4.0 (Land Use Matrix) to add Data Centers as a Special Use in the Industrial District. Amend Article 7 (Supplemental Development Regulations) to add Section 7.29 Data Centers including the following subsections to provide standards for Data Centers: (A) Purpose; (B) Setbacks; (C) Noise/Vibration; (D) Negative Impacts; (E) Lighting; (F) Cooling System; (G) Battery Energy Storage System; (H) Operations; (I) Emergency Contact Inforamtion; (J) Environmental and Community Impact Analysis; (K) Application Requirements; (L) Post-Approval Dcoumentation; (M) Abandonment; and (N) Public Inquiry and Complaints. The amending ordinance also contains severability and effective date sections.
